I would suggest you start with the first PR. You'll quickly see there is NOWHERE that it says they are preventing shareholders from voting. It's real simple - if you own shares, you can vote. And the number of shares you have will equal the number of votes you have.

Which PR should we discuss about stopping shareholders form voting?

I think I understand now. Headlines. I like to read the details. Like this in the PR you mentioned

As their nomination notice failed to comply with the bylaw requirements prior to the deadline for all CytoDyn shareholders, the Rosenbaum/Patterson Group no longer has the right to nominate any director candidates for election at the 2021 Annual Meeting. As a result, the Rosenbaum/Patterson Group’s director nominations will be disregarded, and no proxies or votes in favor of their nominees will be recognized or tabulated at the 2021 Annual Meeting.

So, yes CYDY is stopping CYDY from voting by falsely claiming 13d proxy is not valid. As we now know, it is very much valid.
