These are shares that never got delivered to the buyer. Basically naked shares. Since NAOV doesn't have options trading most of these shares come from daily short exempts that never get covered. MMs have T+6 to cover the daily short exempts before they turn into FTDs. That is why you will see MMs short a stock to gather shares. However if that doesn't work they have no choice but to buy them on the ask. NAOV has been wildly abused, for example on August 16th there were 3 million short exempts and every day there have been way more then there should be. This is also wht NAOV is on the SHO list.
Shares are hard to locate and some point the MMs are going to have to slap the ask real hard

I always look at daily short exempts. Anything over 1% of the float is extremely high. For NAOV that is 240,000 shares.
