Personally, I think that's not much of an opening, and this is the same argument that was made after the July 1 document: the ball's in the note holders' court, the pressure's on them to make a deal, etc. But in July, Lazar himself asked for 30 more days to settle the matter one way or another. He could not negotiate the debt in 51 days after that. He's clearly not asking for any more time to sort out the debt problem. On the contrary, he's saying that resolving debt is critical and it could not be done, which makes meaningful rehabilitation of the shell not viable. If you want to read "at this time" as an opening for a miracle to happen, by all means please do - but it's incredibly unlikely. Those three words don't negate the other hundreds of words that are saying very clearly that this shell is toast.
