By Definition, 'Capital Trust Shares' are part of the "Capital Structure" of the company and Rank above in Priority (APR Rules of SEC) to other Preferred & Common stock classes of the company. This was the reason that Citigroup and a whole host of BHCs had to Redeem their CTs at the FV, to comply with Dodd-Frank.
