So all I heard about offerings was that when a company does good things its stock price increases, and that's when management takes advantage of the situation by offering more shares to capitalize on this good fortune. I'm not clear on what NNRX is doing with a 0.0005 10B share offering they announced with that revised A-1.

Quick question: If it took SEC 2 weeks to reject the initial offering, why assume it will take 4-5 months to approve a revised offering?
