I think lots can't buy I know some brokers started following Meryl Lynch years ago for just wanting to deal non-penny above but there is always smaller brokers that will go after the business.

Weird! I put a buy order at 0003 just to check if Ameritrade accepts buy orders of this ticker and didnt reject
