They reverse split the commons, and left the AS at 2B.

So before the RS, the OS was approximately 17.5% of the Authorized.

Now? It is less that 1% of the authorized.

The issuer had the option to decrease the AS by the same proportion that the common were split by if they wanted. They opted not to. It is very typical of OTC stocks to do this, and is a strong indication of severe forthcoming dilution.
