2-3 years without a PR is huge dry spell. The IR person/company must have been dissolved and CEO is too busy with the business side of things to be worried about appeasing the demanding shareholders with a PR. They need to contract out the IR to a public relations company that can get the news out on the great things this company is doing. The rewards program was a tweet! They should have followed up with a PR. Its a win/win for the company and the shareholders to have a dynamic IR team.
