That is correct. CBDL is NOT among the roughly 3,500 tickers that will be restricted this Friday, August 13th. Yes, I counted about 3.5k tickers on that list (147 pages x 24 on each page).

Agreed that the remaining 6k+ OTC tickers will see more action as the restricted tickers are essentially condemned.

To add to your remarks, as of August 13 those tickers on the list will be limited to "sell-only", whilst effective late September those tickers will not even be quoted by the brokerages. That means neither buy nor sell. They are dead unless they become current which is expensive for these companies.
