Shotsky, I've read and heard two points if I may inquire with your experience.
1. OTC has no halts during trading
2. My father in law, stock broker for 25 years during the 80-90's, said large institutional buyers (such as Black Rock), won't buy speculative tickers until it reaches at least $3 PPS? This was of course during his day, still the same today you think?
