I think that if officers in the company want to put their $ into the company and buy shares off the market instead of passing a resolution that issues them millions of share, that its a good thing at any price. Anytime a company or its officers buy back shares, it reduces float and the price goes up.

It doesn't really matter if the price per share stays at or above the price they pay.
