Yes, they are so bold about their actions... just like the ones who walk in Target and walk out with $900 dollars worth of stuff without paying and laugh at the security guards at Target in San Francisco. If a person stepped up and stopped the criminal from stealing they would face steep prosecution nut job DA in that looney zone.
