Here's the thing to consider when looking at these FTD numbers, is the cumulative percentage that doesn't ever get settled. With TMMI there has been a consistent daily "fails to deliver" dating back years now. Unfortunately, we can only guess at what the daily percentage that never settles could be, but let's just say that daily figure is 5%. In TMMI'S case the number of shares naked shorted cumulatively over the last twenty years could be represent a significant problem for the shorters.
