I'm not so sure. There is that issue of the 2017 dividends that are not registered, and are restricted. I don't think that's going to pass an auditor's review. In 2017/2018 they made a big deal about a new accounting firm and auditor. They worked on it for a while, and 'bowed out'. NSAV went back to the original accounting firm. Same one as now, but apparently not SEC qualified. So that audit is going to have problems that will have to be resolved before any uplist becomes possible.
