Trump administration changed their mind in the last minutes not to exit conservatorship. Because they have to sell stock to raise for capital.
For biden, there is no need to raise capital. He would get everything he need such as money, bipartisan support from congress and a full support from all financial regulators such as sec,cftc etc to exit conservatorship.
