Uhhhmmmm...

The rule was originally adopted in 1971 and last amended in 1991.

They are obviously making another amendment to the rule because of the mass manipulation (primarily "piggyback shorts" that get passed on from brokerage firm to brokerage firm.

September will be HUUUGGGEE for many tickers as a result!
