If $5 per share has already been turned down why is the share price lower than $5. Is there more to it that I do not understand? At $3.65 per share shouldn't everyone be buying or adding to their position?

I wonder if $5 a share is still on the table. The air force was in a couple weeks ago and no update. Is that a good thing or a bad thing? Down to $1.36 this morning.
