The US does not seem to need them, or think it needs them, it already has a dozen or more diagnostic kits from other companies that have been allowed to advance to the front of the line fairly or unfairly. These other places, yes, assuredly.
US manufacturing of COVI-STIX may be the final piece to FDA approval. DARPA knows how to get people to move their tush, they don't give things away and then try to barter.
