all wrecks have an owner and it takes a declaration by the owner to "abandon" their property. Juno Beach would be "grandfathered" because the Order stated back when Judd Laird obtained title that there could be no further challenges. SFRX has clear title to Juno. It predates the Supremes upholding the 4th Circuit. What's there remains to be seen. It's been explored for decades and very little was found.

Melbourne Beach is another story. Not that I believe the Concepcion is there (we're supposed to find out something next week, wink wink) but if it were there then that is Spain's property.

SFRX has a piss poor record when it comes to finding artifacts and choosing a wreck with the right legal profile.

The bigger issue is working in state waters which are generally very restrictive. Juno is their best hope. Melbourne is about the dumbest choice one could make. And these clowns choose it twice, and renewed.

The saddest part is their marks think if/when they find the Concepcion that it will either be declared to belong SFRX's because it wasn't a warship or if it's determined it's Spain's, then Spain will just want a small percentage of their property.
