How can a vaccine for something that only kills really sick people and can be fought off by anyone with a healthy immune system be thought of as efficacious?
Wouldn't it be simpler to build up immune systems and sequester those whose immune systems put them in danger?
That's why they couldn't get people to use the flu vaxes in any great numbers and why there was so much blathering about "cases" and total obfuscation of the real death rates and the importance of comorbidity.
