Opening a etrade account is easy. Once you set up your ach account and transfer your initial deposit which will take upto 3 days to clear. Any subsequent deposits will now be instantanious.

That is absolutely wrong. I transfer aLL of my money from my checking acct. If your regular checking acct tied to etrade. Then you are set. All I do is go to my etrade acct and hit transfer button and immediately etrade wil fund your acct immediately and is able to trade as soon as you do this.
There is no waiting period or charges Don't take my word for it call etrade
