Oh help, there are three things I shut my mind down with when they are talked about - fishing, golf, and electrical talk.

Sort of....there are other ways to make a birdie or an eagle. Chip in, hole out a full shot, drive a par 4 and 2 putts, and so on. It just means birdie is one less than par and eagle is 2 less than par on any particular hole no matter how you do it.
