I think your first paragraph is wrongly interpreted. A-c-cr will continue to trade, it will not be stopped at all, just that brokers will start limiting ce tickers to liquidation only, the brokers will stop taking purchase orders themselves for your account. The a-c-cr will not stop trading. Finra and SEC are the only agencies to stop them from trading.
