Chico, that is a very interesting bit from that article from 2010, and thanks for unearthing it!
It is amazing to think on possibilities as to what is left to uncover, as Scott and team go through their data to reevaluate the potential of this Elk Creek carbonatite deposit based on early drill results. As far as the future goes, they know this thing is deeper and broader in scope, and it’s all speculation about its full potential until drills start turning some day again to get hard numbers.

Molycorp's Mountain Pass project in hyper environmentally sensitive and problematic California was the last large scale REE producing mine in North America.

A grant. Another way to say Government Grant — is FREE !!

Will the analysis of the viability of the REE's (quantifying volume of REE's underground and the extraction details, costs, etc... be able to be determined solely from the already drilled holes in the mine? or will there be more drilling necessary to analyze the REE viability/contribution to Revenue?

I am under the impression that the existing drill holes are sufficient to do the REE analysis, am i correct?
