A farmer has a poor corn crop he can plant again next year. They had issues and they are adjusting. The industry is in its nascent stages and there are bound to be missteps. The regulations were intentionally strict to start. The intention all along has been to roll back regs as the society understands the effects. It is part of the plan everything will work out in the end. Legal weed is getting better and better, the stores are opening more and more. Avoiding the carnage experienced by the folks in california. We can see from their experience it is easier to start strict and ease up than let anything go and have to clamp down when things go off the rails. I am a fan of learning from other folks mistakes. Life is a process :) enjoy the ride!
