If the issuer has a class of securities registered under Section 12(b), then either the issuer or the national securities exchange must file a Form 25 to initiate the delisting/deregistration process.

LMAO ONLY when CACH is the filer. CACH didnt file the form 25 NASDAQ did. SMH

Even when the issuer files the Form 25--which was not the case with CACH--the company still has to file a Form 15:
