You must be shorting with the MMs, yes? You can 1000% short a penny stock as a retail investor. Not many brokers allow it, but Interactive Brokers sure as hell does with a margin account if you have a minimum amount in your account to cover! Another poster on this board confirmed that a broker he talked to actually executed a short trade for him! So clearly YOU HAVE NO IDEA WHAT YOU'RE TALKING ABOUT!
