Yes, I do:

If an issuer does not have any reporting obligations
with respect to any other class of securities, and is not
required to continue reporting based on an obligation
under Section 12(g) or Section 15(d) with respect to the
class of securities that is delisted...

CACH does have those obligations, just as ZNOG does.

I in fact understand it quite well.
