The opinion makes clear that the FHFA can take actions in the public interest, like a NWS. So, no refund request can be submitted.
Other theme is that the law doesn't say that, because it's related to the Agency acting as conservator, so it's actions in its best interest as conservator and it can't be depleting Capital handing out dividends or SPS for free to the Govt.
The Justices must be impeached.
