It ain’t rocket science, just business in politics. The legality comes into play by never exceeding the original MSRP on supplies and just “foregoing” the normal discounts in equipment and supplies. For example, a tire retreader would offer a five+ dollar discount vs current supplier, this opens the door to forego the discount and have him keep the $5/tire for political donations. When spending $100k $120a month on tires it adds up quickly. This is also how employees responsible for purchases steal from Cos as well!!
