And before PVSP went to Uzbekistan, they are pretty aware of it, otherwise they are idiots
If they don't know how to handle it, then they should not go to Uzbekistan at all!

Bribery is not only needed to finalize the deal, but it's a continuous fact of life along the life time of the project.. every year
There should be a reserved annual amount in their annual expense budget .. like water and electricity

And I'm positive that Paul Riss as a corrupted person himself will prosper in such environment! :)

I have no doubt that he hold the 1b shares cancellation to allow his cronies to short and cover, they give him back his portion of bribery :)
