so PAR can be whatever it is and have no meaning for us ?
PAR - for me - when I think bonds - is the redemption or call in or liquidation value -e.g. $1,000 most of the time and $25 on some jr paper that trades daily (v with a bond requesting "asks" via the broker)
If PAR is not that here - if it is better to say redemption value

we do that understanding that F and F (FHFA or Treasury or God) can not per the prospectus require that we submit our owned shares for PAR at $1)
I do think the GOV might be wise to make some sort of 60-80% of redemption value on a voluntary basis - SOON - for a limited number of JPS shares. It saves money but it uses cash
