IMO the increased authorization will happen shortly after the vote is counted.

The PPS won't be effected. I should not be effected.

The newly authorized shares are not issued.

Simon asked for ammunition for M&A's.

The PPS will only be negatively effected by the increased authorized shares if shareholders don't like what Simon buys.
