IMO- you're focusing on the wrong verb/words. Take this for example with bold:

"CytoDyn Submits Dose Justification Report to FDA to Begin Overcoming Deficiencies in its BLA for HIV"

The difference between the year and change PR's from today's is they used past tense. I've sent a handful emails regarding verb 'tensing'. Though I'd like to take credit for the past tense of verbs, it probably wasn't me.

They are sending a message and I read it as:
1. we've done it.
2. yeah, we've messed up (and indirectly SP took a hit).
3. we 8-k what we say and we're just going to PR what we did.

Some think the sauce you make pizza with is a fruit. Some think i'ts a vegetable. All's I know is, it's been done (one of may submissions).

That's what counts.

*edit - submits vs submitting or potential to submit. Which would you rather have?? I know my choice.
