The penalty should be worse than the crime, or benefit, otherwise there is no deterrent. If HF can play these games and make X$$ and face a minimal fine, why not do it, as it seems it's in their financial interest.

Agreed, to be fined a few thousands when they have made multiple millions does not even pay for the legal teams and enforcement to prosecute.
