yes they can. it requires a lot of heft, but can be done. but the worst is, naked shorted. Easily & commonly done, and with an O/S in the stratosphere, it is easy as pie.
Pennies can be shorted...very rare. Risk-Reward sucks shorting pennies. High margin requirements, interest and fees make it financially unfeasible except in the most extreme cases.
