Without too much speculation, I'm taking it at face value - that MEIL filed for a license to do business. This is the first step, and I would expect to see OTC filings shortly. I also assume there is a business plan in place that will be unveiled. Not sure if GS is involved, or the current MEIL management, or both? We will find out soon enough.
