Trump Administration tried to end the C-ship, but was given the understanding that POTUS cannot fire the FHFA Director without cause. So, they waited until Mel Watt finished his term in Jan 2019. Then, WH issued a memo to officially call for ending the GSE C-ship in Mar 2019. Then, they secured Mark Calabria as new Director in Apr 2019 to plan for the ending actions. SM and MC were kind of slow, not too sure it was intentional. Then, Coronavirus & re-election took the stage and slow down everything else.

This is one of the reason that GSE shareholders may get compensation for NWS in the 5th Circuit Court En Banc.
