Who says it can't? These drugs would be right up Elite's ally. What it would take is the administration prioritizing small U.S. business for the funding over large pharmaceuticals. If there is an avenue for Elite to get a piece of this pie I think Nasrat will go for it. We won't ever know about it unless he does and he succeeds.
Key would be for a very small start up get funding to develop the drug that can't manufacturer it and they look for a U.S based company to do that.
