Even a short based on real shares does not take the shares off the market. Its just a form of loan on the value of the short loan. where the loan amount can change when the shares value are changging. that is why shorts can borrow your shares in your account and you still can trade these shares at the same time.

we are not borrowing real shares. we are just using available to borrow shares count to allow taking a short with an IOU obligation. So to prevent short sellers from selling more shorts/shares then existing in the outstanding share count or float of the given Co share supply.
We are not really talking about fake/counterfeit shares its the concept of whats available at any given moment by the real shares supply that can be loaned. People mis represent the actual action taken when they talk about Naked shorts or even Real shorts.
