You might be right.

The prospectus has this:

Assets included:
5.2 million tons of mine tailings
220,000 square meters of land for 25 years
Infrastructure including roads, electricity, water, fencing, storm sewer, transportation and one production line

The website says this:

"The pilot plant has one line with 4 tanks ready for operation." http://www.somapetroleum.com/Project_minetailing.htm#

"ready for operation" doesn't mean in operation, unless "ready" refers to the four tanks. There is a picture on that page linked with a woman working. Maybe she's doing laundry. LOL
