George Bush was the POTUS in 2008. He told the public that it was not a bailout. The action was to calm some nerves. And, Freddie and Fannie are private companies and will be returned to their shareholders.

You can still find the above in Internet. I don’t think he had the intention to take out Fannie and Freddie. Maybe he was kidnapped by the many GS geniuses.
