The stock is allready spoken for at a lower price. These are the games that are plated in pinks. Check time and sales on a busy day. Prints trade at exactly the same time but different price.
Level 2 doesn't show the leftovers from past trades(good til canceled). If the route was "all or nothing"(from seller)..then you'll never get filled as well given your example.
Level 2 doesn't matter as much as people think. It's an important gauge...so that's why we use it.
