Restrictions normally come off after a year. Or, can be if someone wants them lifted and again, what tier OTC Markets has the ticker at doesn't matter.
Btw, Tyler Cornell owns practically every restricted share there is as of the last financial report. 51,405,125 out of 51,905,642.
Btw, I thought you were referring to issuing common shares not lifting the restrictions on existing shares already in the O/S.
