If they have housing forecasters saying that housing turns sour in a year or two, it's possible that Biden does keep MC, just so they can have a fall guy for later. Remember, if SCOTUS says fireable at will by POTUS then MC can be canned anytime, especially if they pin him to a crashing market. It would not surprise me if they kept him but maybe made it contingent upon his changing the cap rule.
