I think you are right
My best guess is that the next two PRs are:
Signed a contract with …. to do exploratory drilling at shaft locations
Authorized Cementation to proceed with detailed engineering

They did the Lind deal AND a PP. This produced significantly more cash that what was needed for the land purchase. They obtained that extra cash because they expect to spend it on something. Scott told us last fall that the first big step is detailed engineering. Data from the test drilling is needed to complete that engineering. It was several months ago that they asked Cementation to provide a detailed cost estimate. I expect they have that by now. They might very well have had it in hand when they decided to do the PP.
