Actually, loan sharking would be lending the GSEs money and on a couple of instances, forcing them to take money they didn't request, then charging them double the rate offered to the TBTFs when they were loaned money.
The NWS was a different animal. It was outright theft. The government went into the pockets of private shareholders and stole their wallets.
