You would not announce a shipping contract to ship one batch.

This will provide a constant flow of LL to the Philippines.

The more it gets used, the more lives it saves.

The more lives that are saved, the more it gets used.

This will keep increasing, started with 1, then 28, then 100 patients , now it is being sold.
