tl;dr overall outstanding shares has gone up around 200 million, but public float has not gone up. A lot of them are in either in board members which have a year to sell them, or there's a lot in a 60 month holding period.
public float hasn't changed and under 4(a)(2) he has to hold them for at least a year so still not worried, though since they have gotten around 400k, they better put the money to good use applying for the PRV and other manufacturing stuff.
