Just curious when did the Keystone pipeline get shutdown? The leg to Cushing has been completed right? So CA can send tar to TX currently, I believe but I could be wrong. It was already being sent into Illinois. The XL would have increased the amount of tar that could be sent out of CA by feeding straight to Cushing and leaving the existing Keystone alone, however they now have the ability to send it to the gulf if they want to.
You are correct that the XL would have benefited CA but the Bakken would have seen a little benefit as well. As far as NE and the Ogallala it's already there but TC didn't help themselves over the last few years with their leaks.
